The Quest for Physical Theory (QPT) comprises the eight Lowell lectures that Kuhn gave on Tuesdays and Fridays in March 1951 in the Lecture Hall of the Boston Library. He was 28 years old at the time, a member of the Harvard Society of Fellows, a recent Harvard PhD in Physics (1949), and an instructor in the general-education course on science set up by James Conant, Harvard’s President. Kuhn seized the opportunity of the Lowell Lectures to present his (...) new, and ground-breaking at the time, take on science which was shaped by Kuhn’s forays in psychology, philosophy, history, and logic. It is obvious from reading the lectures that Kuhn was very confident of his views and was aiming to jolt the public with his revisionary account. To a complacent audience, accustomed to the standard, textbook picture of science, he hurled the provocative claims that there are no pure facts, that prejudice plays a decisive role in scientific practice, that the then-current history of science fabricated mythologies about past science, that perception is not passive, and that the overthrow of a theory does not add to previous knowledge. All these claims more than foreshadow the basic elements of Kuhn’s model in The Structure of Scientific Revolutions (SSR). It is not just that the lectures speak to the emergence of Kuhn’s ideas that were later refined, as George Reisch, the editor of QPT, says in his introductory essay. The lectures show that Kuhn had conceived his model, almost in its entirety, very early on, which means that the much-debated influence exercised on him by later works, such as Toulmin’s, Hanson’s, or Polanyi’s in the 1950s, was secondary to the exploratory readings of his youth. The Boston Colloquium for the Philosophy of Science began 2S years ago as an interdisciplinary, interuniversity collaboration of friends and colleagues in philosophy, logic, the natural sciences and the social sciences, psychology, religious studies, arts and literature, and often the celebrated man-in-the street. Boston University came to be the home base. Within a few years, pro ceedings were seen to be candidates for publication, first suggested by Gerald Holton for the journal Synthese within the Synthese Library, both (...) from the D. Reidel Publishing Company of Dordrecht, then and now in Boston and Lancaster too. Our colloquium was inheritor of the Institute for the Unity of Science, itself the American transplant of the Vienna Circle, and we were repeatedly honored by encouragement and participation of the Institute's central figure, Philipp Frank. The proceedings were selected, edited, revised in the light of the discussions at our colloquia, and then other volumes were added which were derived from other symposia, in Boston or elsewhere. A friendly autonomy, in dependent of the Synthese Library proper, existed for more than a decade and then the Boston Studies became fully separate. We were grateful to Jaakko Hintikka for his continued encouragement within that Library. The series Boston Studies in the Philosophy of Science was conceived in the broadest framework of interdisciplinary and international concerns. Natural scientists, mathematicians, social scientists and philosophers have contributed to the series, as have historians and sociologists of science, linguists, psychologists, physicians, and literary critics. This chapter focuses on the formation of public libraries in Sweden as institutions integral to the Scandinavian tradition of bildning. The formation of the public library system preceded the first open vote for both men and women. A mission of the public library was to cater to the needs of self-education among diligent workers in their spare time. This has influenced the development of the library profession and its practices to this day. Emphasis on (...) workers, however, is not derived from Social democratic ideology. The architect of the Swedish library system was Valfrid Palmgren, employed at the Royal Library of Sweden, and a member of the leading right-wing party. The development and motivation were linked to Western capitalism, and particularly to the USA, which provided a philanthropic model for the public library system. Like other Nordics, Palmgren travelled to north-eastern U.S. states, where she drew inspiration from the city libraries founded by steel magnate Carnegie. Combining personal self-education with national instrumental ambitions, the foundation of the library system thus became a question of developing people as a functional resource within the context of increasing industrialisation and capitalism. USHER In 1843, two years before Henry Thoreau built his cabin at Walden Pond, the Fitchburg Railroad laid down tracks through the woods near the Pond for its line connecting Boston to Fitchburg. The original Fitchburg Line, at 54 miles long, was, until 2010, the longest run in the present -day MBTA Commuter Rail system. And it is one (...) of the oldest railways in New England. By 1900, fortunes swelled and the Fitchburg’s Hoosac Tunnel Line took passengers and goods westward toward Chicago. The Lake Champlain Route connected Boston to points north like Burlington, Vermont. Its tracks pass remarkably close to Walden Pond (Figure 2), and the Fitchburg Line—both its reality and the specter of it—is practically a character in his writing: “I usually go to the village along its causeway, and am, as it were, related to society by this link,” Thoreau writes in “Sounds,” a chapter of Walden that contains what must be one of the most picturesque odes (or laments) to rail travel and commerce in all of American literature: The engine’s whistle, Thoreau complains, pierces the still silence of his idyllic retreat like a screaming hawk circling a farmer’s field, its billows of steam an ominous harbinger of “this travelling demi-god, this cloud-compeller.”1 Thoreau’s frequent, customary walks into Concord along the railroad tracks took him through a heavily excavated stretch of the line known as the Deep Cut, to which he returned again and again each year in early spring, even after leaving the cabin, to observe and to record his observations. The leaf-shaped sand flows and trickling surface erosion caused by melting frost in the banks of the Deep Cut are elaborately described in Thoreau’s chapter in Walden entitled “Spring,” what Laurence Buell calls the “high point of Thoreau’s epic.”2 And yet, in spite of the universal acclaim of this passage as a literary tour de force, it has not received the full attention it deserves. What warrants fresh consideration first and foremost is “Spring”’s deep-rootedness in classical sources. Many classical influences, allusions, and a good deal of etymological word play have gone so far unnoticed. The chapter is also important because it describes, by intimation, what contemporary scientists now call emergence. Emergent phenomena are properties or behaviors that arise in systems as a result of complex, dynamic interactions amongst constituent parts, including changes to a system brought about by human interventions3—not only, e.g., climate change and wildfires, but also traffic patterns and terrorist networks; kidney function in the body; the rings of Saturn. As he tries to capture the essence of the 114 classics and complexity in WALDEN’s “spring” Deep Cut and interpret its significance, Thoreau adumbrates this concept, but also grapples ingeniously with broader issues of perennial concern—the relationship of Nature to Culture, for example, of Wilderness to Civilization, of Science to the Humanities—making “Spring” not only a probing work of eco-criticism and environmental philosophy, but of scientific reflection and poetic experiment as well. In short, Thoreau’s “Spring” is that rare work of classical reception that transmits both literary and scientific insight. Perhaps at this point, in lieu of accolades, it is best to let Thoreau start speaking for himself. What I offer in the following pages is a commentary on the Deep Cut passage from “Spring.” Classical references and aspects of systems theory will be explained and contextualized as they emerge, as it were, from Thoreau’s text. The theme for this year’s sessions was “Ritual and Its Connection to Ethical Activity in the World.”The Friday afternoon panel, moderated by John Berthrong (Boston University), focused on Buddhist views. (...) John Makransky (Boston College) argued from a Mahayana Buddhist perspective that ritual/contemplative activity is a more effective paradigm for contemporary Buddhist ethics than that of Buddhist doctrine, which is now regarded by many as the source of Buddhist ethics. Historically, ethics has been the outflow of ritual activity and as such is both available to many more Buddhists than doctrine and draws more fully upon the various resources of the tradition. Furthermore, rituals as communal/universal expressions of ultimate reality, when practiced within the horizon of the concerns of one’s culture, naturally take expression in forms of social engagement. Stephanie Kaza (University of Vermont) provided insight into the connection between ritual practice and ethics through her vivid explanation of specific Zen rituals. One such ceremony, adapted to address human suffering in a specific situation, took place at the Nevada Nuclear Test Site. The ceremony prepared people for the difficult decision of choosing or not choosing civil disobedience. Thus, Zen rituals not only provide the invitation for mindful awareness in daily life, but also the possibility, though not the guarantee, for transformation everywhere. Yukio Matsuda (University of Heidelberg) discussed the relation between ritual and social activities in the areas of peace, culture, and education in Nichiren Buddhism as practiced by the Soka Gakkai movement. Chanting the diamoku in front of the gohonzon, for example, enables one to directly touch one’s own enlightened life and encourages not only a responsibility for changing one’s own destiny, but also a commitment to social engagement that works toward the creation of a peaceful society. Don Mitchell (Purdue University), responding from a Roman Catholic perspective, stressed those aspects of the three papers that led him to a better understanding of his own tradition. As in Buddhism, he sees the ritual sacraments in Christianity as providing models for moral behavior, reinforcing faith, and [End Page 175] empowering ethical behavior. He also raised several issues pertaining to the reinterpretation of Buddhist rituals or even the creation of new ones by Western Buddhists.John Berthrong introduced the Saturday morning panel, which focused on Christian views. Nicholas Groves (Chicago Public Library) drew on the history of the Oxford Movement, which he traced from its inception in 1833, for his example of the influence of Christian ritual upon ethics. For this movement, ritual was both an expression of the Christian doctrines of the Incarnation and the Trinity and the basis of an imperative for social justice. For the discussion to follow, he asked, “What is the function of a prophetic and radical reading of a spiritual tradition, either Christian or Buddhist, within the larger community of the Sangha or the Church?” Speaking from a Protestant point of view, Jay Rock (codirector, Interfaith Relations, National Council of Churches of Christ, USA) discussed Christian ritual in terms of the reactualization of the past and of the transformation of the present. Baptism and the Eucharist commemorate past historical events that are made present in the liturgy in such a way that the participating Christians not only receive God’s gift of unlimited love, but also are sent out into the world to live out this love in ethical behavior. Christian ritual confronts the participants with the question, What is now required? Responding from a history of religions perspective, Jan Nattier (Indiana University) raised several questions for discussion: How does ritual—not the theological ideas behind it—empower social action? Would there be Christian social activists without the ritual of the Eucharist? What are the political factors, past and present, that have created a shared sense of the necessity of social action across the boundaries of such radically different traditions as Buddhism and Christianity? Public Libraries (PLs) continue to contribute a great deal to user education in local communities. This paper analyzes the importance of PLs in driving community literacy through promotion of user education for the progressive improvement of the society. The paper stresses the relevance and value of PLs by reassessing the benefits they accrue by analyzing the impact of PLs on community and social education. As indigenous knowledge repositories, PLs play a significant role as community information service providers by driving (...) community literacy. The goal of this paper is to analyze the role played by PLs in driving community education and promoting information literacy in the society. PLs, being storehouses of knowledge, support user education by undertaking active part in community information services. The model helps in explaining and analyzing the efficiency of information search and retrieval process in PLs and how it affects user education and community literacy. The paper also discusses the relevance and value of PLs in this age of digital technology. The findings reinforce the claim that PLs are relevant even in this digital age, and they indeed support user education for the progressive improvement of the society. (shrink)

Objective: Governments consistently aim to enhance services and establish online connections to efficiently deliver necessary information. This study aims to evaluate the future potential of digital libraries in public libraries in Pakistan by examining various projects that have introduced innovative approaches to foster the development of digital library services. Methodology: The analysis utilized the Amos 24 version, employing the Structural Equation Model (SEM) for assessing model fit indices and validating hypotheses. Additionally, Statistical Package for Social Sciences (SPSS) version (...) 24 was employed for Pearson correlation and factor analysis. Findings: The results suggest the appropriateness of discussing three out of the seven elements/factors used to assess competence improvement. The study reveals that public library managers can offer both physical and online workshops to community members, addressing emotional management for customers, including children and adults, during post-crisis information retrieval. Practical Implications: The study on public library user literacy skills, user behavior, and digital resources and services integrates the exploration and development of online databases to address challenges faced by public library management and users amidst the information explosion in academic and research activities. This contributes to enhancing the satisfaction levels of public library users. Originality/Value: Librarians are encouraged to conduct online workshops to address challenges faced by research students in information-seeking scenarios, focusing on improving reading and literacy skills, understanding user behavior, and optimizing digital resources and services through a study of online databases. The main roles of libraries are developing and providing access to collections of cultural heritage. While the specific policies necessary to accomplish these roles may vary across different types of libraries, these institutions have at their core a dual role in preserving and supporting access to documents illustrating an era of knowledge and culture. Libraries are thus significant institutions in the process of learning, but also in that of remembering and forgetting at a social level. This article provides an overview (...) of the structure and organization of the public library system in the last two decades of the Communist regime in Romania. As part of a larger information history project, the research discusses the characteristics of this system created to support mass education and the ways in which public libraries also became institutions of memory in Communist Romania. The description of the library system structure is enriched by an overview of the professional training available for librarians and descriptions of the main library services related to access to collections and memories. The analysis of archival materials and oral history interviews with librarians document how these services were implemented and delve into the challenges encountered. Partial access to knowledge and information was a core part of the offered library services. As a consequence, services that were part of the Communist library system could be a source of long-term memory impairment at the social level. (shrink)

Barbarians at the Gates of the Public Library is a philosophical and historical analysis of how the rise of consumerism has led to the decline of the original mission of public libraries to sustain and promote democracy through civic education. Through a reading of historical figures such as Plato, Helvetius, Rousseau, and John Stuart Mill, the book shows how democracy and even capitalism were originally believed to depend upon the moral and political education that public libraries (...) (and other institutions of rational public discourse) could provide. But as capitalism developed in the 20th century it evolved into a postmodern consumerism that replaced democracy with consumerism and education with entertainment. Public libraries have mistakenly tried to remain relevant by shadowing the rise of consumerism, but have instead contributed to the rise of a new barbarism and the decline of democracy. (shrink)

Purpose The purpose of this paper is to describe and explore the current state of internet regulation through content filters in Swedish public libraries. Design/methodology/approach Data was collected through an electronic survey directed to library managers of Sweden’s 290 main municipal libraries. 164 answers were returned, yielding a 57% response rate. The analysis comprises descriptive statistics for quantitative data and an activity theory approach with focus on contradictions for qualitative counterparts. Findings In total, 33% of the responding libraries (...) report having content filters; 50% have not; and a surprising 18% do not know. There is a strong correlation between internet misuse and positive attitudes towards filters, and, reversely, between lack of misuse and lack of active stances concerning filters. Rather than seeing this as weakness, the authors suggest that there is strength in a context-bound flexibility open to practical experience and weighting of values, ethics, legislation and local circumstances. More troublesome indications concern the high deferral of decision-making to local authorities (municipalities) whereby libraries are left with limited insight and influence. Research limitations/implications The situation calls for professional organisations to address political mandate questions, and educational programs to strengthen future information professionals’ knowledge of IT in general; filter issues in specific; and local authority decision-making. The study highlights the need of adequate information professional competences and mandates to decide on and oversee internet regulation. Originality/value To the best of the authors’ knowledge, this is the first internationally published study on content filters in Swedish public libraries. (shrink)

After two decades in the 21st Century, and despite all the advances in the area, some very important names from past centuries still do not have the recognition they deserve in the global history of library and information science and, specifically, of knowledge organization. Although acknowledged in British librarianship, the name of James Duff Brown still does not have a proper recognition on a global scale. His contributions to a free and more democratic library had a prominent place (...) in the works and projects he developed during his time at the libraries of Clerkenwell and Islington in London. Free access to the library shelves, an architecture centered on books and people, and classifications that are more dynamic were dreams fulfilled by Brown. With this biographical article, we hope to live up to his legacy and pay homage to a true librarian and an advocate of the public library and subject classification. (shrink)

As a result of the global economic turndown, many local and national governments are disinvesting in public libraries. This paper proposes that governments have an obligation to create and fund public libraries, because access to them is a human right. Starting with the Universal Declaration of Human Rights, and appealing to recent work in Human Rights Theory, I argue that there is a right to information, which states are obligated to fulfill. Given that libraries are highly effective institutions (...) for ensuring that this right is fulfilled, there is a derived human right to a public library. (shrink)

Purpose – This paper aims to consider selected results from the Arts and Humanities Research Council (AHRC)-funded “Managing Access to the internet in Public Libraries” (MAIPLE) project, from 2012-2014. MAIPLE has explored the ways in which public library services manage use of the internet connections that they provide for the public. This included the how public library services balance their legal obligations and the needs of their communities in a public space and the (...) ethical dilemmas that arise. Design/methodology/approach – The researchers used a mixed-method approach involving a review of the literature, legal analysis, a questionnaire survey and case studies in five public library authorities. Findings – UK public library services use a range of methods to regulate internet access. The research also confirms previous findings that filtering software is an ubiquitous tool for controlling access to and protecting library users from “inappropriate”, illegal and harmful internet content. There is a general, if sometimes reluctant, acceptance of filtering software as a practical tool by library staff, which seems to contrast with professional codes of ethics and attitudes in other countries. The research indicates that public library internet access will be a valued service for some time to come, but that some aspects of how public library services regulate internet access is currently managed can have socially undesirable consequences, including blocking legitimate sites and preventing users from accessing government services. Education could play a greater part in helping the general population to exercise judgement in selection of materials to view and use. This does not preclude implementing stricter controls to protect children, whilst allowing public libraries to continue providing a social good to those who are unable to otherwise participate in the digital age. Research limitations/implications – The response to the survey was 39 per cent meaning that findings may not apply across the whole of the UK. The findings of this study are compared with and supplemented by other quantitative sources, but a strength of this study is the depth of understanding afforded by the use of case studies. Originality/value – This paper provides both a quantitative and qualitative analysis of how internet access is managed in UK public libraries, including how library services fulfil their legal obligations and the ethical implications of how they balance their role in facilitating access to information with their perceived role as a safe and trusted environment for all members of their communities. The findings add to the international discussion on this issue and stimulate debate and policy making in the UK. (shrink)

This paper aims to consider the impact of learning concepts, as developed by Danish libraries, and the way they relate to mutual recognition and social inclusion of ethnic minority groups.Design/methodology/approachConducting research on open social spaces as libraries and learning labs in libraries implies a multiple research design along with a differentiated analytical framework.FindingsLibraries in multicultural districts will be able to contribute to the fulfilment of integration purposes more effectively if (...) they cease to be bound to the concept of information. In transformative and cross‐cultural learning contexts, the concept of knowledge should be employed.Practical implicationsStudying activities in libraries still need to be delimited from learning in schools. Enhancing multicultural learning with focus on learning styles, which permits a mutual reflection of significant symbol systems, will be desirable.Originality/valueThe paper shows, in the context of this study, knowledge emerged from the interaction of social and cultural capital. Libraries occupy a special space in our society, and our minds. Today, public libraries are struggling hard to attract new users and increase footfalls that seem to be in the downtrend. Besides, Physical Libraries need innovations in their services frontier to survive stiff competition from virtual digital libraries that provide instant access to information at no cost. Librarians and library professionals as knowledge managers could help design and foster entrepreneurship models of service delivery aimed towards bringing novelty in (...) their operations. This is for the reason that libraries must take up the challenges to survive and compete with digital libraries which would maximize user satisfaction, attract new patrons and increase their user base. To make libraries economically independent and socially competent knowledge organizations, libraries need to innovate and adopt entrepreneurship-intrapreneurship business models which would attract investments from the private sectors. To transform libraries into productive, innovative knowledge organizations, librarians must take the initiative to think out of the box. This paper addresses these issues and analyses the intrapreneurship attitude to library operations. It argues that librarians should adopt a model of knowledge entrepreneurship where librarians, besides being knowledge managers, would also act as intrapreneurs within their organization. (shrink)

DAVZDFATE NORTON Edinburgh, Scotland THE HEGELIAN DANTE OF WILLIAM TORREY HARRIS William Torrey Harris is remembered as the foremost American exponent of Hegelianism; as founder of the Philosophical Society (1866); as editor of the Journal of Speculative Philosophy (1867-93); as U.S. Commissioner of Education (1889-1906); and as founder, with Miss Susan E. Blow, of the first permanent public school kindergarten in America. He also gave Melville Dewey the order of the ten subiect classes of his famous book classification system, and was co-founder of the Library Journal. Harris was born in North Killingsly, Connecticut in 1835. He studied at Phillips Andovcr Academy, and at Yale University, from which he withdrew in his junior year to accept a teaching position in St. Louis, Missouri in 1857. In St. Louis he met Henry C. Brockmeyer, a German immigrant and intellectual, and under his influence began a lifelong commitment to the philosophy of Georg Wilhelm Friedrich Hegel. He states that Hegel's philosophy became the center of all his thinking, but he nevertheless ~vent on to study the works of the other great thinkers, including those of Dante Alighieri. In 1883-84 he gave a series of lectures in St. Louis on Dante, and again in 1886 at the Concord School of Philosophy. These lectures were later expanded and published as The Spiritual Sense o] Dante's Divina Commedia, in Boston, by Houghton in 1889, and reissued in 1896. 168 HISTORY OF PHILOSOPHY The form of the Divina Commedia is a massive triadic structure of written words developed by exhaustive repetition of the terza rima. Structurally it is a development of the concept of The Trinity. The reader who knew not a single word of Italian could not escape having the Trinitarian notion hammered into his consciousness. Harris, however, was more concerned with meaning than form, and so he considered the triadic format a relatively trivial matter. Harris uses the Commedia to illustrate by imaginative representation the dialectic of the Holy Trinity to the American Protestant while explaining it with Hegelian logic. In summary he writes, "The doctrine of the divine form, or the self-activity of the absolute, involves the common nature of man and God, or God as divine human. This is the great central truth (of which the doctrine of the Trinity is the symbol) on which all modern civilization is built, and it is its open secret." Dante's Inferno corresponds with Hegel's logical and ontological level, called "Sein," the realm of abstract-unconscious-being-for-another. The codex had been transferred to the Library with other materials in 1922. The manuscript, originally acquired in 1677, bore no author’s name. According to the card catalogue it is a Tractatus theologiae, a five-part “Theological Treatise.” Its contents are described as follows: Pars prima de Deo: Definitiones. / 1. Per causam. / Des. Tam difficilia quam rara sunt.Sound familiar?We possess no autograph manuscripts of Spinoza’s philosophical writings (there are a couple of autographs of his letters). And the only philosophical manuscripts we do have are the two Dutch manuscripts of the Short Treatise on God, Man, and His Well-Being, both discovered in the nineteenth century but one of which almost certainly was composed in Spinoza’s lifetime from a Latin original. Thus, to discover a seventeenth-century Latin manuscript copy of the Ethics, even if it is not an autograph, is exciting news indeed. Since it was in the Vatican’s possession by September 1677, we know that it was written out while Spinoza (who had died only a few months earlier) was still alive; it may also be that, while the manuscript is not by Spinoza’s hand, he did look it over.What makes this last possibility even more likely is the fact that, as Leen Spruit and Pina Totaro—the discoverers of the manuscript—argue in their introduction to this volume, the manuscript may originally have belonged to a member of Spinoza’s circle of friends in Amsterdam, Walter Ehrefried von Tschirnhaus. Tschirnhaus was in Paris by 1676, and had in his possession a copy of the Ethics (which a suspicious Spinoza famously told him not to show to Leibniz, who was also in Paris at the time and wanted to have a look at the work). Tschirnhaus was in Rome within a year, where, Spruit and Totaro suggest, he may have made the acquaintance of Niels Stensen, erstwhile Lutheran scientist and friend of Spinoza, now a fervent Catholic convert and anti-Spinozist soon to be appointed Vicar Apostolic of Nordic Missions. Tschirnhaus, or possibly some other “Lutheran foreigner” (in Stensen’s words) to whom he, eager to spread the good word of Spinozism, had given the manuscript, passed it on to Stensen, who in turn handed it over to the Roman Inquisition, along with a denunciation of its author. Stensen’s intention was to have Spinoza condemned by the Church and his works placed on the Index. Spruit and Totaro also claim—on the basis of the handwriting—that the copyist of this manuscript is Pieter van Gent, a member of Spinoza’s circle who played a role in the posthumous publication of his works.While Spruit and Totaro wisely admit that this story behind the manuscript “cannot be established with certainty,” they also say that it is “rather likely.” Their plausible hypothetical reconstruction of the history of the manuscript and of its relationship to the publication history of the Ethics, as well as their account of other important contextual elements, is based on careful and informed scholarship, and makes for fascinating reading.As for the manuscript itself, it is not a revolutionary discovery (as, say, the discovery of the Short Treatise manuscripts were). It will not affect the reading of the Ethics in any major way. This article provides an overview of computer based catalogue systems designed for use by library clients, seeing present day ‘discovery systems’ on the same trajectory as the older ‘online public access catalogues’ which they are gradually replacing, both in technical development and their approach to client use scenarios. It traces the history of the OPAC/discovery system from its origins in the library automation of the 1960s through to the present and discusses the main technical standards which have (...) formed its development. The article goes on to consider questions relating to the usability of electronic library catalogues and highlights semiotic and ethical issues inherent to their design. It concludes with reflections on the future of the OPAC/discovery system in an information universe apparently dominated by the internet search engine. (shrink)

Increasing parts of the world population have rudimentary reading and writing skills but limited command of grammar, syntax and spelling. This functional illiteracy has detrimental effects on labor market participation, population health and political stability. Geographies of illiteracy also include affluent societies like the Netherlands, a country that is not only illustrative of a widespread phenomenon, but arguably also a bellwether of things to come elsewhere in the world if these developments are not reversed. This exploratory paper focuses on two (...) institutional spaces where the literacy crisis is conventionally addressed: schools and public libraries. We argue that while each has a contribution to make, neither institution is currently able to curtail the trend, partially because preferred literacy promotion methods are incongruent with rapidly evolving changes in the literacy landscape, especially regarding youth communication. We consider three possible responses to our current literacy crisis and conclude that efforts to curb functional illiteracy require a pragmatic and multi-pronged approach, and perhaps even some counterintuitive strategies. This article considers the case for a theory of the queer object that focuses on its pliability – an object which operates queerly to amplify and elaborate the context in which it appears. It looks at the case of the altered book covers that Kenneth Halliwell and Joe Orton circulated through the Islington Public Library, activities for which the men were convicted and incarcerated. It considers their activities as versions of “trolling” and of otaku database fixation. It argues (...) that rather than simply disrupt the circulation of library books the men introduced queer objects to the library that facilitated and fostered new and more engaged understandings of the library’s collection of book objects. It reads the covers for the ways in which they connect otherwise disparate and neglected instances of texts with a virtual database of images and concepts that foster new readings of them and advance a new meaning for queer engagement with archives, libraries, and databases.
